Lavender 'Phenomenal' lives up to its name, tolerating cold winters and humid summers better than any other variety. The fragrant, silver foliage is smothered with spikes of lavender flowers in mid summer. When in bloom, a mature clump of Lavandula 'Phenomenal' can reach 5 feet across.
